this junk thing???

I have Windows XP, and I just bought Outlook 2003 as a stand alone program

How do I designate messages as junk when the filters miss and put them in
my inbox when I have filter set on high

Unless you want to add the senders to your blocked senders list (generally a
futile effort, IMO), you can just delete the ones that get through the
filter. There is no need to designate them as junk.
