time management wizard for Office 97

Hi Everyone,
I am trying to install the time management wizard for Office 97 on a
win2K PC with SP3 all windows updates and the SR2B patch for Office and
receive an error
“You must have Microsoft word 97 installed and a local templates folder
to install this software.”
I have a templates folder at C:\Program Files\Microsoft Office\Templates
with security settings of everyone: Full control

My searches on Microsoft, google, and yahoo have come up with nothing
Any suggestions?
