To / Cc distinction when creating distribution lists

When creating a new distribution list can you distinguish between contacts
you'd like in the To field and contacts you'd like in the Cc field? If so,
how?

Only by expanding the list and cutting and pasting from one field to
another.

No, you can add members to the list and mark them for the CC or BCC line.
You'll need to move them to the field after you address the message.
