How do I change the tool bars and menus from English to another language?
When I change the default language from English to another language the tool
bars stay the same, in English!

The only way to change the menu language in a single-user copy of
Office is to purchase and install the language version of Office
that you want. Some volume-license copies of Office are
available with a Multilingual User Interface pack that allows
users several choices of menu languages.
