Toolbar "Outlook Read Mail" Switches Position

I am using 3 toolbars in "read" mode for Outlook 2003 (Office 2003), "Outlook
Read Mail", "E-mail" and the main one with "File Edit View ...".
For whatever reason the "Outlook Read Mail" bar switches position with the
main one "File ..." and stays on top.
Further, the customize button under >View >Toolbars >Customize ... is
disabled.

Any idea? Is there a patch?
