Somehow I have lost the two toolbars that normally appear in light blue when
I open an email. Can anyone help me fix that problem? Thanks.

Open the email, click on View --> Toolbars.

The problem is, The toolbar with View on it doesn't appear.

Open Outlook with the switch /cleanviews:

toolbars aren't a view setting - they need to delete outcmd.dat to fix it.
safe:4 will work in Ol2003
(http://www.outlook-tips.net/howto/commandlines.htm#safe) - i think
/nocustomize is for older versions too - but they'll need to delete the
outcmd.dat from C:\Documents and Settings\username\Application
Data\Microsoft\Outlook if they want to save custom toolbars.
