Tracking - Negative Numbers

Hi, all.

I'm using Publisher 2003 and working to a client's style guide for preparing
service brochures. In the tracking specification, the guide specificies a
value of -3. Problem is, Publisher uses percentages.

Can anyone advise me on how to work this out.

Also...the specifications state: "57 Univers Condensed, 9/14..." - Does
anyone know what the 9/14 is? Probably dumb questions, but I'm stuck
nonetheless.
