I would to know the procedure to transfert all my message, adress boock, and
mail rules from my entourage under OS 9.2.2 to the mail Software under OS X

Mail.app has its own importers. I think that it can import mail folders from
Entourage 2001: look in the File menu/Import and also in the Script menu.
(Go to Applications/AppleScript/Install Script menu) in Mail submenu. If
not, or if it doesn't work for 2001 folders, drag each of your Entourage
folders (subfolders must each be dragged separately) to the desktop or a
Finder folder. It will become an MBOX there, but if you're in 2001, you will
have to add the .mbox extension yourself to each file. You may find that
they then immediately take on a Mail.app icon (looks like a rural postbox).
If they still have Entourage icons, select one, control-click and (or press
cmd-I) to choose Get Info. In Get Info window, choose Open With, choose
Mail, then click "Change All" button.
Now I'm not sure whether you can just double-click on Mail .mbox files to
import them into Mail, like you can with Entourage. Try it. If it doesn't
work, move them all to /Users/[your username]/Library/Mail/Mailboxes/. Then
they will open in Mail.
For contacts, you have to drag out contacts from the 2001 Entourage Address
Book to a Finder folder - less than 200 at a time or you'll lose some. That
makes them into .vcs files (vCards). In Apple's Address Book, go to
File/Import/vCards and navigate to that folder, select all. You'll lose a
bit of data from obscure fields (like custom fields and some phones) but
you'll get most of the important stuff. That's the best you can do from
2001.
