Trouble with hyperlinks in 'unfilled textbox'

Using Pub 2002.


I have read the note and workaround for adding links in
a filled box but my links don't work in an unfilled
textbox when I add a border (or Border art). Without the
border all works fine.

Any ideas on how I'm getting it wrong!

Also- centering text in said box. There appears to be a
left, right, justify but no center as in Word. Is there
an option or any tips on how to align things in the
middle.
