"Trust mail from my Contacts†in Outlook 2003 not working

We have few users that have created folders under the "CONTACTS" folder
(i.e. Business, Relatives, External Vendors etc etc). Outlook is only
filtering emails from the Default Contacts list and not the users defined in
the others ((i.e. Business, Relatives, External Vendors etc etc). Can you
please advise how can I change Outlook 2003 to Trust email from all the
users under the Contacts folder and subfolders.

P.S. I do have the checked the "Trust mail from my Contacts†under "Safe
Senders" Tab in the Junk Email options.

Does anyone have any ideas on this problem or it is by design in Outlook 2003.
