Trusted Senders Doesn't Consistently Filter Spam

One of the feature of OL 2003 that I'm very excited about is the ability to set Junk Mail protection to safe lists only. I have all unrecognized email moved to my junk mail folder where I can scan the folder at my leisure

What I am finding however is that not all untrusted email gets to the Junk folder

Is this a bug in the software or are there other conditions in which junk is not moved to the Junk folder? I have no other rules active in Outlook.
