Turning off Balloons in Custom Installation Wizard or Programmatic

I'm using the CIW to push out Office 2003 and I want the balloons turned
off(Reviewing Toolbar>Show>Balloons>Never

Currently the techs are having to make this change manually for each user.
I want to create an Office 2003 install that will already have this change
implemented, but can't figure out how to do it.

Any ideas?

I've since found out that I don't want to make this change programatically.
I nee to do it via CIW, or give up.

The setting is a single byte in a 3700+ byte string in the registry. I
don't want to monkey with that (plus I have had mixed results doing this
programatically).
