Unable to delete messages from Deleted Items Folder

Since a few weeks we have an problem with Outlook. When a user wants to
delete a message from his/her Deleted Items folder the message reappears
after 1 second. This doesn't happen with all users. At our company we have an
Exchange2003 SP2 server and on our clients Outlook2000 SP3.
We tried the following:

Shift + Delete: The message is removed
Build new Outlook profile: No result
Move Mailbox to another database: sometimes this is an solution
Start Outlook with parameter: /ResetFolders: This always resolves the problem.

What could be the cause of this problem and how can we solve this for
everyone who has or wil be having this problem

Hard to say but from the information provided I would suggest you check the
Event Viewer on the Exchange server(s). You might need to run an integrity
check on the database.
