Unable to send emails to certain addresses

Every time I try and send an email to 3 different email accounts with
different ISPs I get an error message saying that relaying mail to that
account is not allowed the error number is, Error: -17099. Does anybody
know what is going on?

This generally means these recipients' ISPs don't like the mail server
you're using. Make sure you're using the mail server belonging to the
provider you're actually connected to.

Are you able to send mail to other people at the same domains as these three
ISPs? How are you connected to the Internet and what SMTP server are you
using?
