Unable to successfully publish form due to a MAPI error...

the messaging interface has returned an unknown error. If the problem
persists, retart Outlook

I am using Outlook 2003, Exchange 2003 and retarting Outlook does not remedy
this situation

I have previously published a custom message form to everyone in the
client's office. I am now trying to change it and republish it and I get
this error. I cleared the cache in the inbox properties as well as the local
settings folder.

Please help
