Undeliverable Messages do not get forwarded

An email account has been set up in Exchange 2000 and a
rule created to forward undeliverable notifications to a
distribution list. This rule does not work and it is vital
that we have something in place so the messages can be
dealt with. Does anyone know why this would not be
working. Thanks.
