Unknown characters in .txt import

Using TransferText with an Import Spec (Western European (Windows)) to
import two fields (ID and Memo) from a plain text file (tab delimited, SaveAs
from an MS Word table). Not all characters are recognized and am getting
little boxes, or forein-looking letters. Trouble characters are double
quotes, dashes, and 1/4 and 1/2 (as one character). Do I need to use
schema.ini to get what I want?
