Upgrading from One Note 2003 - notes conversion does not work

I installed One Note 2007 while keeping my One Note 2003 installation
for the time being. When One Note 2007 first launched, it asked about
converting my notes but I said "no" not being sure that a copy of my
notes in One Note 2003 format would remain.
I backed up everything and then upgraded the notes (two notebooks)
from One Note 2007. The process seemed to go on OK except that the
upgraded notes are not used by One Note 2007. I can only see the old
notes and a comment at the top of the note that I should upgrade to be
able to edit them. Repeating the process does not change anything.
How can I end up with a usable set of upgraded notes ?

Close those botched-upgrade notebooks, and restore from your clean ON2003
backup.

Take the various *.ONE files from that backup, and copy them to a new
location under your "OneNote Notebooks" folder in Windows Explorer. Note
that is a new folder which is the default for new Notebooks in ON2007 and
should be maintained separately from the "My Notebook" folder if you want
to keep using ON2003.

Ensure that the copied *.ONE files are not read-only.

Then open ON2007 and try to navigate to those newly added Sections. You
should get the same comment bar at the top of the Section. Let ON2007
convert the files again and let us know what errors come up if it is not
successful...
