Upgrading Off2K to Off2K3 sometimes requires Off2K CD's

We're trying to upgrade about 1800 machines from Off2K (either SR1a or SP3)
to Off2K3. Many upgrade using a silent install with no problems, but, a few
are asking for the Off2K CD(s), and, we're not sure why.

I have the Transform set to remove any and all old versions and vestigial
files, yet, this still is happening...

Any ideas that I can use to just perform the upgrade? I'm using the
compressed CD on the server, not the AIP, the newer Setup.exe, and a
modified Transform and Setup.ini files.

Do these computers have versions of Office 2000 that contain programs not in
your Office 2003 installations, such as Publisher or Front Page?

We're using the Enterprise Pro version of Off2003, so, Publisher IS in
there, but, FrontPage isn't ,but, I am using a link to install it, as well
as OneNote at the same time as the main suite.

Maybe that's it, though, although ALL our machines have FrontPage, so, I'd
think it'd happen all the time...
