User Speed Detection

When designing a site that might be best viewed with a
something better than dial up, what is the best way to
detect a slower dialup user?, and can I taylor my
presentaion automatically? or should I just bring them to
a page and ask them? the point them to a less bandwidth
hungry presentation?

I am interested in the latest wisdom on this subject.

Best way would be to ask them. The only way to do it
automatically would be to run a 'speed check' type of page
and then use redirects based on the clients download speed-
but this would take a long loading time to determine the
speed
