User1 can receive mail from User2 but not send mail?

I am having a unique problem between two users. User1 cannot send User2 an
email. When a delivery/read option is added, User1 gets the SysAdmin msg
that the email has been delivered to User2, however, User2 never gets the
email(s) and a read receipt is never sent. User2 can send emails to User1,
gets the delivered receipt msg and User1 is prompted to send a read reply,
however, the read reply is never delivered to User2. There are no problems
between User1 and all other persons. There are no problems between User2 and
all other persons. User1 is running on XP with Outllook 2003, User2 is
running Win98 Outlook 2000 Pro SR-1. This is a recent event, previously they
were able to communicate, neither claims to have made any changes to their
PCs. Does anyone have any ideas how to resolve this problem?
