Using COUNTIF with text

I am using COUNTIF to determine the number of students who do not speak
English. I have 163 rows and about 1/2 are languages other than English but
the formula =COUNTIF(F1:F163,"<>ENGLISH") comes up with 162 as the result.
Other worksheets seem to be able to use this formula. I'm sure it's
something in the text but I can't figure out what is is :(

It works for me, and it isn't case-sensitive. Are you sure you don't have
leading or trailing spaces in this column?
