Adding any dynamic content to a page will slow it down. Flash will
take longer to load than JavaScript and DHTML.
Depending on how you code the pages, some users may not be able to see
the animation, or it may even prevent the page loading at all.
Your question is too general to give a definitive answer - it depends
on what DHTML, Flash and/or dynamic content you add.

ANY dHTML effect like those cheesy things will drag your CPU down. Also,
such things are usually quite bulky in code and therefore add enormous
weight to the page. The heavier the page is, the longer it takes to
download. There is no free ride on the web.
