Using forms when no SEs installed

Could someone please tell me how I can go about inserting
a form ie, for submitting name, email and comments to an
email address, if the site is hosted by host that doesn't
support the FP server extensions?

I presume there must be a javascript I can use, but I
cannot find one.

You need to contact your host to see what they provide or can support first.
If the host doesn't provide any form handlers for your use, you then based
on what is they do support have to do a search for the appropriate type of
form handler.

If you host doesn't provide a form handler or support the installation of a
server side scripted form handler, then it is time to find a new host.
