Using (H/V)LOOKUP to assign value based off position in a range...

Been fighting this for a few days now...

I have a list of ranges and each is assigned a value (similar to educational
grading system) and I need to assign one of these values to a cell based on
the value in another cell & it's position in the range. I'm using a LOOKUP
and specifying the range & values as vectors in the actual function... I
don't want to refer to a list in the worksheet. If a HLOOKUP or VLOOKUP
makes more sense, I'm open to that. Just a little hazy on finding the value
within a range.

Here's the range:
60% to 100% +10
40% to 59.9% +6
25% to 39.9% +3
15% to 24.9% +2
5% to 14.9% +1
-5 to 4.9% 0
-5.1 to -15% -1
-15.1 to -25% -2
-25.1 to -40% -3
-40.1 to -60% -6
-60.1% or lower -10

I think the biggest problem I'm having is with the negative ranges and when
it crosses over from negative to positive.
