Using Photos as Backgrounds

I'm trying to apply a picture as a background in my
brochure. When I do this, I end up with tiny little
pictures tiled in the background. What I want is a single
copy of the picture filling the entire page. My page size
is 5.5 x 5.5 and I'm using jpg files. What am I missing
here? What am I doing wrong.
