Using MS Publisher2003 How do I lock the page so the text boxes and pictures
stay in place?

You could select all and group them all together, they will still move but their
positions will stay correct. You can also copy the group and paste to the Master
Page (ctrl + m). You cannot lock a page in Publisher.
