Using Rules to Forward via MS Exch 2K

Following BT server changes, we can no longer copy received emails using the
Active Directory User profile to automatically forward all (external) mail to
the user's home email account.

Whilst it is possible to "Forward" a copy of mail to the user's account from
his Outlook client, why is it not possible to use the "Rules Wizard" to
create a rule which does this automatically.

Generally the rule desn't work at all. When "forced", the mail can be traced
(using the MS Exch Message Tracking Centre) as far as "Message submitted to
Categoriser". There it ends.

Any help would be appreciated getting received emails forwarded.
