Using VBA to change some of option setings

Is it possible to change PP option settings using VBA during run time or start?
IF not any other method to change them globaly for all of the users in a
company?

Which options? I'm thinking you can make an Add-in that loads every
time PP loads to set anything you want. Here's a description of how
