v10.14 does not make new Sticky

From pretty much any application you can create a new Sticky (OS 10.3.3) by
using SERVICES > MAKE NEW STICKY NOTE, but in Entourage 10.1.4 that isn't
possible. The selection is grayed out. Any clues why?

It isn't possible because Entourage X does not support Services.
