Value Lists - known bugs?

We have published a new standard template on our web based QMS site. PMs
download this template (actually a .mpp file) and then save for building
plans.

One PM has reported that one of the value lists looks fine (has the required
values) when viewed on the web site but when they save it to a local machine
and then reopen using MSProject2002 the value list is different?? I cannot
see what could cause this to happen and have tried it out locally on 2000,
2002 and 2003 versions and everything seems fine - any ideas?
