very interesting hyperlink problem

My major difficulty is as follows..

When building my web page with Frontpage 2003, the hyperlinks that link to
an external web page work ok, but all links that link to an existing file
they do not work. However, the existing file hyperlinks WILL WORK in the
Design window when holding 'ctrl'.

How is this possible?

All of this testing has been done ON MY MACHINE, whilst checking an
re-checking that all of the pathnames are correct.

Your help is greatly appreciated.
