Heres the situation:
Server:
Windows 2K3
MDAC 2.8 RTM
Project Server 2003 SP1
WSS SP1
SQL 2K SP3a
Client:
Windows Xp SP2
IE 6
MDAC 2.8 SP1
Project Professional SP1
The issue:
1. Server: Can access PWA via IE6 on the server using Admin credentials
(both Domain & PS) - CANNOT access PWA using Windows credentials outside of
Admins.
2. Windows XP SP2 - Project Professional - CANNOT access using either
Windows credentials or PS creds- 5001 Error Database cannot be accessed.
3. Windows XP SP2 - PWA - Can login (after failing pass-thru LGNINT.ASP)
using PS creds and Admin Windows Creds but not any other credentials (i.e.
non-Admin)
Ran EditSite and passed with flying colors including Database.
Application logs show successful login by ProJectServerUser account
IIS Logs a little more revealing extract of typical external failed access
(via PWA) follows:

Now before Gary Chefetz chimes in (If I promise to buy your books Gary will
you give me the answer - It would be well worth it!)
Ive checked the permissions (both NTFS and IIS) - Everything checks out - I
even compared this against a working development site - The only difference
between the two is the production site is all on one box whereas the
development site has a separate SQL box).
Ive even called MS PS - And after 1.5hrs and telling the tech on the other
end how I fixed one issue (this was the mixed IIS Directory security
settings) Ive kinda despaired and doubt I have the patience or the fortitude
to fight up the chain
And before someone suggest re-install - This is try number 3 on the same box
- Same box same set of conditions everytime - Cant reinstall from bare metal
as server also provides other production services which cannot be interuppted.
Ive burned hours searching GOOGLE YAHOO and this discussion thread Ive tried
a number of suggestions and exhausted the KB articles (which I am presently
assembling into a troublehooting guide for other poor admins out there).
Ive also double checked the metabase and authentication modes - And checked
and compared the Security config settings.
The only big difference between the two is that the development box happily
listens on the default port for SQL 1433 - Whereas the Production box does
not - But that cannot be the answer because I can get limited access external
to the box.
And finally the Sharepoint side works as expected for now - Since I cant
connect via Project Professional (yes its running SP1 as well) I cant attempt
to publish and check for the corresponding Sharepoint Site.
So if anyone out there can provide the answer I will offer a reward (in
Gary's case Ill buy his books!).
Dying out here in Austin, Texas and quickly running out of beer money cus
this issue is driving me to drink!!!
