view picture and html in inbox in conflict

I continue to pursue this problem. In my Entourage x with os x 10.28... i
can only see the attached pictures as part of the actual mail in my inbox
without going to preview if I go to

mail and news preferences
HTML
uncheck display complete HTML in message
uncheck Allow network access.......

or
mail and news preferences
HTML
uncheck display complete HTML in message
check Allow network access.......

The downside is that I then can't view my HTML messages in HTML ....

Does any one have a solution to this... other than constantly changing back
and forth.?
