Visio 12 (aka Visio 2007) is in an early beta release and is not expected to
be in more widely available beta until later this spring.
If it is a reasonably generic solution, then proceeding with Visio 2003
should be sufficient. If you would like to use some of the new features like
Pivot Diagrams (Eric has a description at
http://blogs.msdn.com/eric_rockey/ ) then trying to get on the beta would be
useful.
I'm not sure if the more public beta will be on MSDN, but there may be
something at beta.microsoft.com. They have details on how to get on any of
Microsoft's beta programs.
Office 207 is scheduled for release later this year, but it's general
availabilty may be delayed until early next year. Though the delay may be
tied to the release of the next OS, Visio 2007 (and the rest of Office 2007)
will run under Windows XP.
