Visual Report

Hello,
Our system: Windows 2003 server terminal service, Project 2007, Office 2003
installed. When a user try to create a report from Report/Visual Report
Microsoft Office Project gives an error : "This operation requires that you
have Excel 2003 or later installed on your computer". But administrator can
create report. Which permission do we have to give user that can create
report ?

but this not project server. It is Project 2007 proffessional ?
