VLOOKUP returns "0"

What causes a "0" to be displayed as a result in a VLOOKUP
formula? =VLOOKUP(C38,I37:J196,2,FALSE)?

Hi,

The number you are looking up in that range I37:J196 is available but
there is no value for the same in 2nd column of that range I37:J196.
