Voting Buttons Disappear

I have an Exchange 2000 server with XP workstations
running Office XP. All the service packs, updates, and
patches available have been applied to all applications.
I have random problems where a sender uses voting buttons
on e-mail to recipients. Randomly the voting buttons
appear on some recipients while they do not appear on
othres. All systems are configured to use Rich Text
Format. The ones that have the buttons missing on have
the message to use the voting buttons above. Any help
you can provide will be appreciated. I have also posted
this message in the Exchange 2000 server section under
client issues.
