W2 template download problem

Cannot download W2 template, I get an error message stating I must have
Active X controls, and be using Internet Explorer, which I am to both. What
now.

Check if the template is a newer version than the software you are using (I
had the same problem with an excel 2007 template that wouldn't word because
I'm using 2003)
