WAB dll message

I get an error message pertaining to "unable to find the
WAB dll" I found a support article on the microsoft
webpage which addresses this error message specifically --
the problem is their fix won't fix the problem. I've
deleted the dll, removed and reinstalled Outlook (several
times) and I still get the message.

Any ideas?
