Since you didn't specify, this works in Publisher 2003. Insert you image.
Select the image, Choose Picture from the Format drop down menu. Click on
the Picture tab, under Image control, choose Washout for Color; If the
default setting isn't acceptable, move the slider for brightness control and
contrast to your liking.
