Web is Busy

One of our users on a site reported a problem in posting to a discussion
page. The site has been in operation for over two years. When I attempted
(x2) to post a short message, the progress bar showed activity to about
half-way, over about a minute to a minute and a half, then a white screen
appeared with the message "Web is Busy. Please try again." Anybody know
what is going on here?

how many users can post to the dw at the same time?

I'm not aware of any limitation of the DW.
I'm thinking the server has an issue that the web site is in fact busy due
to the host-imposed limitations.
