Is is possible to make a sign in page to limit who views
the contents of the web site.

Sounds like a simple question, but the only way I know how
to do it is using IIS, which means all the users have to
be members of the domain.

any help would be appreciated.

Maybe send me to the MS article or white paper.

Your host will have to support subwebs and unique permissions under the FP Server Extensions
