webmail not working

I'm trying to get email working with a webmail connection. I've got the URL of the webmail right, and my email address and password right. But when I click on Send/Receive, it just tries and tries but doesn't make a connection
Any sugggestions

Do you mean you're connecting using an HTTP account in Outlook 2002 or
higher? What kind of account?

Note - webmail usually doesn't mean what you're mentioning here - usually
means a websitee that allows you to check your mail from a web browser.
