Depends on the webmail. Outlook can certainly synch with GMail and
Hotmail....also AOL (I believe).

All depends on the mail protocol. IMAP, Exchange and Outlook Connector
account types are all account types that support a 2-way sync. POP3 is
download only.
If you mail account is only exposed via a web browser and not via a mail
protocol, you cannot use it in Outlook. Ask you ISP for more information
about which settings you need for Outlook.

Is this a secret webmail service?

Webmail is a client, an interface to an underlying mail system. Webmail
is NOT an e-mail protocol that can be programmed into an e-mail client.
E-mail protocols include POP, IMAP, SMTP, Exchange, WebDAV, Deltasync,
and probably some others. If your e-mail provider includes an e-mail
protocol for access to their mail servers that is included in your
e-mail client then you can use your e-mail client via the e-mail
protocol to connect to their mail servers (yes, that's a circular
statement). That they provide a webmail interface says nothing about
what e-mail protocols they support for accessing their mail servers.
You'll have to read their web help pages to find out how to configure
Outlook to access their mail servers. Most likely it will be POP or
IMAP; however, Microsoft's Live Hotmail adds Deltasync protocol (which
is available only if you install the Outlook Connector add-on to Outlook
2003/2007), or you can use POP to access your Hotmail account (no
support for IMAP yet).

The answer based on the lack of identifying who is the e-mail provider
is: It depends on the e-mail provider as to what access protocols they
support, if any.

Need more details, like WHO is the e-mail provider.

In the case of gmail and AOL, however, the mail provider allows POP and/or
IMAP access, so those services don't count as webmail in those cases.
Likewise, Hotmail has a specific transport for mail (DeltaSync) and also
allows POP access, so that can't be classified as webmail, either. Webmail
is, by my definition at any rate, mail you can access ONLY via a web browser,
so judge the OP's answer to be "no", unless Ypops can be adjusted to allow for
the service.
