weird forwarding/duplicating message problem

Entourage 2004, exchange server 2003

I have a user that thinks they did something to cause this but is not sure
what. I cannot seem to track it down.

Some messages (not all) that go to the exchange account's inbox are
automatically forwarded to the local store and, in the process are
duplicated.

Also, the junk mail filter does not seem to work anymore.

I've unchecked all rules and schedules. I can't see anything obvious that
would cause this behavior. Also tried creating a new identity. The problem
goes away with a new identity.

Tried rebuilding the old identity, but that does not solve the problem.

It's almost as if the junk mail filter is wigging out and sending some
messages to the local store inbox instead of to the junk mail folder.

You must have a rule that is moving the message. The most likely culprit is
the Mailing List Manager (MLM). It's very easy to set up a MLM rule by
accident, when you are marking a message as 'not junk'. The wording of that
dialog is ambiguous to say the least. Check if there is an MLM entry (look
for MLM entries under the tools menu) with the incorrect destination folder
as the target folder. Mailing List Manager rules run before your other
rules.

Unless you explain how this happens the user will continue to make the
mistake and wonder why again are messages being sent to the wrong folder.
