Weird problem with attachments

I receive a lot of emails from the Far East. One company's incoming mails are
causing me problems. On one PC (XP SP3 + Korean Language Office 2K3 + SP3)
receives the mails' attachments fine most of the time, others (XP SP3 + UK
English + Office 2K3 + SP3) do not.

The attachments are Excel files, and instead of appearing as attachments
they appear inside the body of the plain text email as shown below
