What happened to Outlook's Explorer capability?

In Outlook 97, 2000 and XP, you could use Outlook as a replacement for
Windows Explorer. I found this very useful in Outlook 97, as then the
Explorer shell was rather tacky. Having now upgraded to Outlook 2003, I find
that this feature's gone. What happened to it? I'd like Office 2003SP3 to
make Outlook more of an information portal than just a personal organiser
program, with RSS function, Internet browser, program launcher, etc etc. If
it is in Outlook 12 (maybe Outlook 2007?) then I may fork out for an upgrade
to my machine and buy it.

Display the Web toolbar and enter your URLs into it, like before. You can
also define new "folders" in the folder tree that are really URLs so provide
yourself with quick links to your favorite sites if you don't want to use
the Favorites menu (which is no longer shown by default so you would have to
customize your toolbar to add the Favorites menu).

Before starting a vote (using the webnews-for-dummies Microsoft CDO
interface), ask first.

All very well, but how do I get folders (like C:\) to display in the Outlook
window and not open in another window?

This is no longer allowed because it was probably a security breach. When
you run from Explorer, like double-clicking on an executable file, you run
with local permissions based on your account, which could be an admin
account. When you open messages, items, or web pages within Outlook, you
are opening them under the security zone configured in Outlook, which is the
Restricted Sites security zone by default. If Outlook let you open
Explorer, what should've been a Restricted Sites security zone environment
then becomes a local account security zone, and you could have nasties
running that wouldn't otherwise be allowed to do so. Yeah, you could try to
blame Microsoft but the change was in reaction to what malcontents were
doing, so blame the real culprits - the a-holes trying to screw over your
platform.
