No. It's a type of DNS record. http://en.wikipedia.org/wiki/PTR_Record#PTR

They are used for reverse DNS lookups (ie, to turn an ip address back into
a fully qualified domain name).

Absolutely nothing to do with Outlook.

Nope. Has nothing to do with Outlook. It has to do with setting up DNS
