What is internal error 2711?

In an attempt to reinstate the association between Photo Editor and my .jpg
files that has somehow become broken, I tried to reinstall Photo Editor from
my Office 2000 Small Business CDs. It didn't seem to be on Disk 2 at all - a
bit of a surprise to me, as I thought it was clasified as a Small Business
Tool - so I tried Disk 1. But when I tried to run setup.exe from that disk,
I got a message saying "Internal Error 2711: Please contact product support
for assistance" and then it said that the setup program was shutting down
because of this fatal error. So what is this error and/or what can I do now?
(My main aim in all of this is to be able to open my .jpg files again with
Photo Editor by double-clicking on these .jpg files.)
